In reference to your letter of the 28th Instant to me, and in reference to the accompanying Instructions I may suggest, as most likely to effect the designs of those Instructions, that His Excellency, the Governor, do sanction my entering upon the present Post Office Establishment subject to what conditions His Excellency may think proper.
